Notes

  1. Sir Edward Grey stated that "Peklat" was conveying non-combatants from Tsing-tau when that place was about to be besieged and was thus increasing the strength of the fortress. The non-combatants were sent to their destinations: a contrast to the German torpedoing of the Amiral Ganteaume, which was conveying refugees to England.
  2. Mr. Bryan stated, in addition, that to prohibit supply of contraband to the Allies would be an unneutral act.
