Cartel: An agreement between belligerents to allow certain kinds of non-hostile interaction, such as postal service, trade in certain commodities, etc. Strictly speaking a "cartel" is a document regulating an exchange of prisoners. A cartel ship carries such prisoners and is inviolate. [1]
