- ↑ America asserted the right to carry innocent shipments through neutral countries; declared the inclusion of neutral ports in the blockade to be novel and expected that England should respect the rights of neutrals.
- ↑ Germany declared that prisoners from submarines were not treated as prisoners of war. Great Britain answered that their treatment was better than that of British prisoners of equal rank in Germany and that prisoners from submarines were not honourable opponents, having been engaged in killing non-combatants.
- ↑ Austria offered district of Rovereto, Riva, Tionne, excluding Madonna di Campiglio, neighbourhood of Trento, and district of Borgo up to Lavis.
